The Vicar General functions as the principal deputy and “alter ego” of the Archbishop. His mandate involves the executive coordination of archdiocesan affairs, the supervision of clergy, and the implementation of administrative decrees. In the absence of the Archbishop, the Vicar General ensures the continuity of the mission across all parishes and departments. Msgr. Kalumba carries out these duties while simultaneously serving as the Parish Priest of Christ the King Church, the busiest urban parish in the heart of Kampala.

The Office and Mandate of the Vicar General

Academic Background and Linguistic Proficiency

Msgr. Gerard Kalumba is widely recognized as a scholar of sacred scripture and classical languages. Ordained a priest on May 18, 1975, his formation included rigorous studies that established him as a polyglot. He is proficient in several local and international languages, including Latin, Greek, and Hebrew; the foundational languages of biblical scholarship and the Roman Liturgy. This linguistic expertise informed his decades of service in the intellectual preparation of the Ugandan clergy.

A Legacy in Seminary Formation

Before his transition to urban parish management, Msgr. Kalumba was a central figure in the National Major Seminaries of Uganda. His role as a “formator” involved shaping the character and intellect of future priests. His career in the seminaries includes:

  • Katigondo National Major Seminary (1977): Serving as a lecturer and mentor in philosophy.
  • Alokulum National Major Seminary (1983): Contributing to the theological training of candidates from across the country.
  • Ggaba National Major Seminary: Serving as Vice-Rector and eventually Rector until 2001. Under his leadership, the seminary maintained high standards of discipline and academic excellence during a period of significant growth for the Church.

When Jesus washed the feet of his disciples, He taught us humility in service. We should always be at the service of our brothers and sisters. We should also serve in humility and love. Leadership should also be a vocation of service and not a tool of oppression, domination or exploitation.
