What is an Executive Council of the Laity
In the Catholic Church, The Executive Council of the Laity is the core leadership team within an Archdiocesan Laity Council. While the larger Laity Council represents all lay faithful across the Archdiocese, the Executive Council is the small group of elected officers responsible for the day-to-day administration and implementation of the council’s mission.
While the 1983 Code of Canon Law does not grant the laity independent legislative or judicial power, the Executive Council is a vital consultative body that allows the laity to exercise their “common priesthood” by co-managing the Church’s temporal affairs.
In the Kampala Archdiocese structure, the Executive Council acts as the “working arm” of the lay faithful, bridging the gap between the Archbishop and the parishioners.
Its primary roles include:
- Strategic Planning: Designing and executing annual work plans to mobilize the laity in spiritual, social, and developmental projects.
2. Coordination of Apostolates: Bringing together various lay movements (such as Catholic Men’s, Women’s, and Youth guilds) to ensure they work in harmony with diocesan goals.
3. Liaison with Hierarchy: Serving as a formal channel of communication between the lay faithful and the Archbishop or the Diocesan Pastoral Council.
4. Leadership Training: Organizing workshops and seminars to train lay leaders at the deanery and parish levels in Christian stewardship and governance.
5. Resource Mobilization: Spearheading fundraising and resource-gathering efforts to support diocesan programs and the temporal needs of the church.
Composition and Structure The Executive Council typically consists of key elected officials who serve for a fixed term (often three years) and these include;
- President/Chairperson: The lead representative who oversees all lay activities and chairs executive meetings.
2. Vice President/Vice Chairperson: Supports the President and assumes their duties when necessary.
3. Secretary: Handles official correspondence, records minutes of meetings, and maintains the council’s history.
4. Treasurer/Financial Secretary: Manages the council’s budget, monitors financial reports from member groups, and ensures accountability.
5. Spiritual Director (Ex-officio): Usually a priest appointed by the Archbishop to provide spiritual guidance and ensure alignment with Canon Law.
