CURIA

The Curia is the top management organ of Kampala Archdiocese

What is a Curia

In the Catholic Church, a Curia is the official administrative and judicial body that assists a high-ranking prelate (such as the Pope or a Bishop) in governing a specific ecclesiastical territory. Historically derived from the Roman “gathering of men” (Latin: coviria), it functions as a cabinet or “Top Management” to ensure the Church’s complex spiritual and temporal affairs run smoothly. At the universal level, the Roman Curia serves the Pope in his role as the leader of the global Church. It is composed of various departments, such as the Secretariat of State, which handles diplomatic relations, and the Dicastery for the Doctrine of the Faith, which protects Church teachings.
Every Archdiocese is required by Canon Law (Canon 469) to have a curia. Its primary role is to assist the Archbishop in three key areas of governance:

  • Pastoral Direction: Guiding and coordinating pastoral activities across the entire Archdiocese.
Administration: Managing the temporal goods, finances, and daily operational business of the Kampala Archdiocese.
Judicial Power: Exercising the Church’s legal authority through tribunals and canonical processes.
Key Officials in a Diocesan Curia While a Bishop may add other officials as needed, the standard structure includes:

Vicar General: The Bishop’s “alter ego” with executive power to perform administrative acts throughout the diocese.
Chancellor: Responsible for authenticating and safeguarding the official acts, records, and archives of the diocese.
Finance Officer/Council: An expert in financial and civil law who manages the diocesan budget and temporal assets under the Bishop’s authority.
Judicial Vicar: Heads the diocesan tribunal to handle legal matters, such as marriage nullity cases.
